Ann B. Wall: Recipient of the 2023 Administrative Law Award of Excellence

Ann Wall is the 2023 recipient of the Award of Excellence. Ann was admitted to practice law in 1978. She has devoted her career to government service and Administrative Law.  Ann became the General Counsel for the Department of Labor and rendered outstanding service to the people of North Carolina in assuring that labor conditions and workplace conditions were safe.  More recently, she has been General Counsel to the North Carolina Secretary of State, Elaine Marshall. As Secretary of State Marshall has broken the glass ceiling on the Council of State, Ann has been her trusted counsel. Together, they have modernized the Office of Secretary of State, and it is a leader in the United States. Ann works tirelessly to research thoroughly and vet all issues. She works to bring all parties to the table with the common goal of doing what is best for North Carolina. Her efforts to assist the secretary in executing the legislative directive concerning notary publics is the most recent example of Ann’s outstanding work.

Ann is a lawyer’s lawyer. She takes copious notes. She covers all bases in research. She is an excellent writer whether she is composing briefs, memos, articles or general information. Ann is always prepared, and she is looked to for leadership on many issues.

Ann has been a longtime member of the Administrative Law Section.  She is a past Chair of the Section and has served as chair of several committees. Most recently, she is the co-chair of the Communications Committee. Her work enhances the section blog, and Ann is always bringing current topics of interest to the section’s attention.

Ann has been a longtime member of the Government & Public Sector Section and has also served in many capacities for that section. Ann is a key person in the joint CLE the Administrative Law Section and Government & Public Sector Section sponsor.

Ann Wall is a credit to public service lawyers. Her work has made life better for the citizens of North Carolina and the members of the North Carolina Bar Association. She has blazed a trail for women in government service and in the bar. Ann B. Wall richly deserves the 2023 Administration Law Section Award of Excellence.

Ann will be presented with the award at the Administrative Law Section’s Annual Meeting, which will be held on Friday, March 24, during the Annual Meeting CLE. The Awards Reception will take place following the conclusion of the CLE program.
