Judge Mann Appoints New Codifier of Rules

Chief Administrative Law Judge Julian Mann III appointed Ashley B. Snyder as the Codifier of Rules effective July 1, 2021. The Codifier enters rules into the North Carolina Administrative Code, publishes the North Carolina Register, and reviews emergency rules. In addition, the Codifier serves as the Director of APA Services by managing and directing the Rules Division. The Division provides legal and administrative support to the Rules Review Commission and publishes the North Carolina Register and North Carolina Administrative Code. Ashley will replace Molly Masich who retired Jan. 1 after 41 years of service to the state.

Originally from Eden, North Carolina, Ashley earned her B.A. from Wake Forest University in 2012, where she majored in political science and minored in history. Following her lifelong dream of becoming an attorney, Ashley went straight to law school and graduated from the University of North Carolina School of Law in 2015. Upon graduation, she clerked for Judge Robert N. Hunter Jr. at the North Carolina Court of Appeals. After completing her “padawan training” with Judge Hunter, Ashley worked at the Department of Natural and Cultural Resources, where she was introduced to the world of rulemaking, suddenly finding herself filling out reports and drafting read options for the agency’s periodic review, as required by G.S. 150B-21.3A. She was hooked. Ashley then served as the Rulemaking Coordinator for the Industrial Commission before joining the Office of Administrative Hearings as Commission Counsel to the Rules Review Commission in 2019. In her spare time, Ashley enjoys exploring travel destinations, trying new recipes, and tending to her vegetable garden. Ashley lives in Wendell with her husband, Josh, and dog, Chewy.
